Good idea and I hope my suggestions are helpful. I have no experience with the particular engine so my comments are general.
"a bit of oil into each cylinder for extra lube. put in cheap set of spark plugs."
No harm there, but if the pistons & rings were lubed on assembly, no benefit from the oil addition. Likewise, no benefit to install other than best-quality plugs for startup, and leave them there.
"Crank engine over(sans fuel pump fuse) to prime turbo for 30 seconds."
Good idea. Crank until the dash gauge indicates good oil pressure would accomplish the same purpose.
"Question - can timing be checked at that slow a speed?"
On most engines, base timing checked at cranking speed will be the same as base timing at running idle speed.
"bleed coolant system during this process as well."
Cranking the engine for 30 seconds cannot be relied on to bleed the cooling system of air. Often, air will only bleed after full operating temperature is reached and the thermostat opens. Frequent monitoring and top-up in the first minutes of operation is crucial.

Yup.

No, at this point, go ahead and start it up. Cranking with fuel flowing will wash cylinder walls, not good. Start it, look for leaks, watch oil and temp gauges, listen for problems.

How do you intend to confirm coolant system bled? One minute is not enough.
then, full warm-up thru fan cycle.
check clutch and gear engagement, power brakes, dashboard/light/etc.
full cool-down and add 1/4 turn to head bolts.
check all coolant hoses for tightness.
