If you are leaning out with a RRFPR it points to the fuel pump running out of flow at high pressures and has nothing to do with the regulator. If the fuel maps are set for 19lb injectors, and you put in 30lb injectors without any other changes the car will run rich. There is really no dispute here.
I understand the LH system is pretty primitive, that's not what I was posting about.
In regards to fuel mileage, running 10:1 vs 14:1 is not going to affect mileage that much but it's enough to make the car feel lazy from a rich condition.
