Actually that is a good idea! A scuba tank properly mounted and a high pressure solenoid should be all that is required. Keep in mind that the compressed air will become part of the exaust stream which will mean an upgraded exaust system and you will have to figure out a way to get the O2 sensor to get a true reading of exaust oxygen content[remember that the O2 sensor is actually an exaust temp sensor so additional air will fool the computer into thinking that the car is too lean and wil try to richen up the mixture.
Also you might want to put a relay in the power circuit of the solenoid so that the solenoid will not be powered unless the engine is actually running. Use the normally closed contacts of the relay to send power to the solenoid[when the coil is powered the relay is open] then ground the coil of the relay on the wire from the oil pressure light switch so that when the switch is grounded[light on] the solenoid will not operate. That way the compressed air will not spin the turbo when there is no oil in the turbo.
Remember that the waste gate may not be large enough to bleed off the pressure from the turbo so be carefull of overboost.
