Like Damien states, I would also go with a C900 or 9000 2.3LT :o)
My choice is a 88 SPG which will be a weekend car/solo II/drivers school car. It dopes have some weakspots but I beleive my friend in Sweden has the cure for the biggest one, the trans. Presently the car will just use a evo II version of a 4 speed box & hopefully next year I will be adding a LSD & unsyncronized gears. The shifter feel is also much better with the C900's if you have the right stuff!
Suspension wise, coilovers actually are available for the C900's. Hopefully in about 3 weeks I will have my front set & sometime therafter I will get the rears done. I beleive Brad@KC saab states coilovers available from a performance shop will fit on the rear.
I think it really depends on the $$$ you have to spend on the car. I would think for $3-4,000 you could get a C900 well into the mid 200 HP range & I am sure you could find a SPG/900T for under $5,000. A 9K Aero wouldn't need much HP wise to get it at the 250 mark but the car is a lot more expensive :o)
