If you search on this board you will find the dyno numbers we posted. The 86 turbo we tested had a stock T3 and an aluminum intercooler. The first thing that allows us to make good power is Aquamist water injection. This controls detonation and allows for a leaner mixture. During dyno testing we was very noticable even in the sound of the engine that it performed better on a little leaner mixture. We also found 15% increase by seperating the waste gat flow from the turbine flow.
For what you have a better flowing intercooler, a 9000 will not cut the mustard. You seem to have access and the ability to seperate the waste gate flow from the turbine flow, it would be easiest if I talked to you ablut this one. Next a water injection system to control detonation. Then lean out the mixture and you should be about 240whp uncorrected.
A couple of thoughts on your head porting. Your ports are much larger than any thing I would do for that motor. You will need to turn about 9000rpm to use the size that you have made them. Even the exhaust ports is to large for a 6000rpm to 7000rpm motor. That excess size slows the gas flow speed and hurts turbo performance.
One you have the intercooler, wastegate, water injection and mixture correct I thing you can start bing up the igntion timing to about 15btdc at 20psi and see some good power increase.
Going with a good intercooler design can lower you exhaust manifold back pressure by as much as 5psi. You can put a pressure gauge in the exhaust manifold using 3' of 3/16 brake line. You will be suprised at the ratio of exhaust pressure to boost.
You have most every thing you need just a little fine tuning is all that is left.
