The hard part for me is there is not constant. That is to say both the igntion and fuel control are working with spec's and setting unknown to me.
If we assume the ignition is correct the the problem is how the chip was programed.
Do you have the use of another car that the fuel chip can be tested in?
We are going to assume that the problem is fuel at the moment. The RRFPR adds another inconsistant value to the problem. It sounds as if your RRFPR has the same problem most of them have.
Method of finding the problem. Use a 2.5, 2.8 or 3.0 straight rate regulator. Try the differnet injectors you have to find a combination at give good every thing to about 8psi boost. If there is not injector that will fill the need try a stock LH chip. If stock chip,stock injector and straight rate fuel pressure regulator do not give a good drivablity then we will start on the igntion.
In order to get the rpm limit raised they may streched the fuel map. This will lean the car down over the complete range.
We will deal with the low power at 5000rpm later.
The goal is to get a good idle mixture and drivablity, but we must have some knowns to go forward.
