I couldn't get a tensioner-release tool the day I wanted to do this. Every autozone-type place has tools where the square drive is wrong by 45 degrees. Geez, why make this one different from all the Chevys?
I used a relatively slim carpenters clamp - the kind that's a bit like a C-clamp where the adjustable side slides along a long bar. Use that to lift up on the arm of the tensioner by squeezing it to the fixed part of the engine mount. The axis of the clamp is just about vertical.
That let me slip the belt off one of the pulleys. This was a tedious pain, but I had already wasted a couple hours visiting stores that told me over the phone that they had the tool.
I took off the wheel & the plastic inner fender liner (this was not as difficult as I expected). There was barely enough clearance to twist the belt & get it into place. No need to remove any of the pulleys unless you're replacing it.
