Hi Jeff,
1. Yes, there is a particular crimping tool however, your project requires only an hand full of crimps and would not justify the price you would pay for a tool itself. You can get by using pliers by properly folding "wings" of the pin and then I'd use an awl punch on "wings" to achieve a better grip while holding sides of the pin with pliers to prevent pin from opening up. Like I've mentioned earlier, solder on conductor and pin should give you a more "reliable/solid" crimp job.
2.There is no point of um-crimping and de-soldering (if used by manufacturer). Terminate conductor at pin as close as possible, remove insulator (just enough) that should shorten wire by 1/4 - 3/8 of an inch which is nothing that would constantly keep a tension on a shortened wire. I wouldn't worry about it at at all.
3. There is enough of "slack" in wire harnesses length to regain what has been lost.
4. In aviation, aircraft maintenance, we use Dow Corning 4 or (DC4) a non conductive dielectric grease used to prevent moisture ingress into various electrical aviation components that are prone to corrosion and open to elements. There is also NyoGel® translucent, silica-thickened grease. You can get an alternative at your local automotive supplier. You would want to use it sparingly as little as possible, you don't want to over do it.
