I've had four Saabs, and I've noticed that whether the engine is broken in or not, city driving is a Saab's achilles heel for gas mileage. You probably will see between a 4 to 5 mpg improvement once the engine is fully worked in, but city driving requires much more turbo spooling and gas.
You don't get optimal gas mileage until your going between 80 and 85 mph (you can even see a significant drop in efficiency if you slow down to 70 or 75 mpg). At those higher speeds, I've seen as high as 35 mpg, but never less than 27.
Ironically, a Saab will get as good or better gas mileage at 130+ mph (I've seen 17 to 20 mpg drinving in Europe) as it will in city driving.
The only way to significantly improve city gas mileage (and its been written in this thread before) is to drive a stick.
