Many European countries don't allow lower speed rated tires on cars than those specified by the carmakers. And all have speed limits on their roads in the 75 - 85 mph range.
What's taken into account is not only the top speed of the car but also the engine size, i.e. power and torque.
For example H rated tires won't hold up very well when mated to a V8 - 250hp car even when driven gingerly.
I've experienced this first hand on my Audi V8 when I replaced the original Z rated tires with H rated Dunlops. Not only the handling suffered as a result but also when the tires were about 30% thru their thread all 4 developed cracks on their inner side. Back went the Zs.
Rest assured that I'm not driving my cars like Coolnight. ;-)
No more tire downgrading for me.
