The model the IIHS tested was a SE with the V6 engine.
The reason it got the average rating was because of
possible injury risk to the right foot of the driver
if the driver crashed with the foot on the throttle.
From every other point of view the SE did fine during
that crash test. A problem with the IIHS test is the
little importance they give to internal injury which
can be fatal, this is why you should also look
at the EURONcap test which is the same test but
which gives most importance to life threatening injuries.
If you look at the EURONcap tests you will see that
the 9-5 is the safest car in its class. They tested
the 4 cyl model and could not find anything that
would cause a serious injury.
I must say that the IIHS tests are pretty darn useless
in some respects as they are more concerned about a broken
leg then an exploded internal organ... Their rating
of some cars like the Audi A6 shows that they are
way of target.
So why? Cause it is cheaper to burry a human then to
fix his leg in some cases.
