First of all, if you looked closer at the IIHS statistics you would see that the 9-5 has the lowest injury rate of any car its weight or less. Most cars which beat it usually weigh 400 to 500 lbs more. For example, it has the same rating as the Lexus 400 which weighs about 400 to 500 pounds more. Also, usually the cars which beat it, cost substantially more as well.
You might also look at the FARS webcite which is the government webcite for fatalities reported in the US. Unlike injuries, there is no guesswork about whether the injury is severe or not. Between 1998 and 2000, the 1999, 2000, and 2001 Saabs had only 4 fatalites in the US. Two deaths were in the 9-3 and two in the 9-5. During that time Saab had approximately 210,000 vehicle registered years meaning that the death rate was sligtly less than 2 per 100,000 vehicle registered years. The average in the US for those years was 19.5.
Keep in mind this is all of Saabs' cars from top to bottom unlike some manufactuers who make some safe cars and some very unsafe cars.
BMW, for example, even though both of its cars have done very well in crash tests, had 41 deaths during those years for its cars. It had 10 times as many deaths but it didn't sell ten times as many cars.
