If I remember correctly this seal helps keep dirt out of the bearing. I had my local Indy install all the new parts for me so I don't know the condition of the old parts they removed. Maybe the old ones could be re-used but I decided not to try. This seal is not included with either the mount or the bearing.
You MUST buy only Saab strut bellows. The Saab part also serves as a cushion for the upper spring mount and the aftermarket bellows will not fit. Since the broad end of this bellows is compressed by the front spring I doubt it can be reused if very old.
I bought all these extra pieces when I upgraded the suspension of my old base model 9-5 to an Aero suspension two years ago with purchase of a Saab Road-holding Kit.
I also bought new bump stops which are stupid expensive for what they are. Basically a block of high density Styrofoam with a nylon ring surround one end so the block will not shatter into pieces if springs hit their stop.
