Tried a new battery from Advance. Resting voltage is 12.5 VDC. Ran the car on a test loop with the meter in the cigar lighter. Read 13.5 VDC at first but then dropped to around 13.3 at 2,200 rpm in 3rd and yellow light on the tool would light up. These were same readings I got with the old battery.
I also noticed that the alternator that's in the car is Bosch AL0857X which I now see is for '08 and '09 9-5s. eEuro shows AL0782X for '99 - '09 cars 9-5s. Looks like I should swap alternators to use the right one. Saab PN 5248372 was used from '01 - '06 and is not sold by eEuro but IS sold by Pelican and carries Bosch PN AL0813X. Looks like I can use AL0782X or AL0813X but NOT AL0857X which is currently and apparently erroneously in the car. It ran for about 20 months and 20,000 miles with no ill effects but could now be giving up.
Cables and connectors in the car are in good condition. No corrosion and no high resistances. 100 milli-Ohms or less is typical.
I'll post back once the replacement alternator is installed.
