Typically, performance tires with a higher speed rating are better engineered tires and will perform better but there is no guarentee that this will be the case.
The speed rating is just the speed that the tire properly inflated and loaded can sustain for any length of time without "Firestoning".
For instance, I don't think there is any question that many S rated all-season tires will out handle my H rated snows on dry pavement. Likewise, there are undoubtedly H rated performance tires that will out perform some V rated performance tires.
You need to judge each individual tire on it's own merits.
