2.5 vs 2.8 vs 3.0 FPR

All this talk about FPRs has got me wondering. Why does a not turbo get a higher pressure regulator than a turbo car. That makes NO sense. Also, I am planning to tweak my APC and I wanted to upgrade the FPR. What is better, a 2.8 or a 3.0? It seems to me I should just go to the junkyard and get a 3.0 FPR off a NA 900. What gives? My car is an '85 900T 16V. I plan on the following mods.
1) tweak APC myself
2) Upgrade FPR
3) Upgrade blow off valve
Followed by (when I can afford it)
4) blue injectors from Swedish Dynamics
5) Stainless exhaust from SPG9
6) a high flow cat from somewhere.
I am aiming for approx. 200 hp
