This is how I'd do it. I had a stud break off deep in the head on a '91 turbo engine I'm R&Ring right now. I assumed it was a lost cause, but took a shot at it.
Hammer the middle of the broken bit with pointed punch to put a dimple in it, so that any drilling is in the middle of the stud, and not in the threads. Drill it with the size drill recommended by the easy-out, and use the easy out as directed (see the pic, if it posts)
It is surprisingly effective.
