One of those repetitious setting AMM questions.

So I'm trying to get things situated on my '88 Turbo with SPG9 AID, SPG9 rrfpr, t5 injectors and new O2 sensor.
-fuel pressure set at 28psi with the air line removed, and plugged.
-ignition timing at at 19btdc static, 10 degrees when AID pressurized.
-TPS and dashpot adjusted as per Bentley
-AIC and throttle body cleaned
With an analog multimeter connected to the 02 test pin, I can adjust the AMM to get a 50/50 fluctuation, but I'm not sure of how often it should fluctuate. With the engine warmed up, it'll stay on lean for about a second, engine bogs down to about 850 rpm, meter changes to rich for a second, engine revs to 1k rpm, smoothing out. Repeat. I've checked for vacuum leaks, not finding any- calibrated boost gauge read about 20hg...
So what I want to know is- how often should the O2 sensor fluctuate? Also, what could I check/change to get the idle to stay down at ~850 and not hunt?
Thanks in advance! I've been searching threads throughout the past 2 days and am not sure where to go from here. (Last night, before I cleaned the AIC today, I was able to turn out the throttle valve air bleed screw and smoothed out hunting, but idle at 1k, and had constant needle swinging from the O2 sensor. Haven't been able to repeat that scenario since cleaning the AIC, screw does nothing now)
