When you're at wide open throttle (WOT), how does the boost gauge behave? Does it go up to 1/2 yellow and remain there steadily? Is there any twitch to the needle while it's there? Does it appear to climb up and repeatedly get "knocked down" by the APC?
The reason I'm asking is because I don't think it would be wise to play with the APC or adjust your wastegate actuator unless and until you've got everything else working right. I am not certain that either of those components is the cause for you not getting full boost, so adjusting them wouldn't fix the problem. Once you're seeing full top-of-the-yellow-zone boost, THEN you can tinker with some performance tuning, but until then, it's not really a good idea.
Check the boost tuning and basic boost FAQs for tips.
If you're concerned about the vacuum advance (boost retard) on your distributor diaphram, you can look to see if it's working properly by unclipping the distributor cap and observing the movement of the Hall sensor's reluctor as you apply pressure or suction to the vacuum line on the diaphram. You should see it move. Make sure the timing is set correctly (my '87 900T was 16 degrees BTDC; I'm not certain if your '84 is the same) as an incorrect timing setting will make a big difference in final boost performance.
Shortening the wastegate actuator rod a few turns will allow higher maximum boost, but you may not be getting to the max level for other reasons, and you need to find them first.
