Karts and an old 9K is not very fair to the 9K, but the difference a good suspension makes is still amazing. New shocks will also really transform your car. The '99 9-3 I just got for my #2 kid recently had new shocks all around and it drives like a new car.
And when I get out of mine and into my other daughter's '95 9K with original shocks and stock 19mm bars (at 162K miles) I realize what a huge difference the suspension makes. She gets new dampers this fall.
As I noted, you won't really notice a dramatic difference at normal speeds with the bars. At speed limit speeds shocks do most of the work. But go just a bit faster so you load the suspension more and you can tell all four tires are working better. It's a great feeling.
I've always put higher performance shocks & struts and/or bars on cars. Cornering fast and stable is lots more fun than just going fast, and it makes the car safer, too. To put it in racing terms, "races are won in the corners, not on the straights."
