Sudden voltage drops from 14.0 to 12.5

Lately I've been noticing that headlights on my 98CSE will periodically flicker. In the last few days I've been watching Voltage on EDU and flickering corresponds with voltage drop from 14.0/13.9 to 12.8/12.5. Upon start up I see 14.2-14.3 Volts- isn't it too much? I highly suspect voltage regulator, but car only has 130K miles. My plan is swap it with 1 year old VR from my 95 Aero (now a parts car). Will clean positive cable connections and ground points under the battery tray.
Any other suggestions?
Can it be bad headlight bulbs?
