The battery is where I would start troubleshooting. Every time I've seen voltage instability (3 times so far in my '96) it has been followed not long after by battery death and eliminated by the installation of a new battery.
Batteries in these cars tend to die around 3 years after the date of manufacture, which usually can be found on the battery. A fully charged battery in good condition should produce 12.6 volts with the engine off (6 cells at 2.1 volts each). The reading will be slightly less in winter temperature. I'd be concerned about a reading below 12.4 volts unless this occurred after a series of very short trips or a long period of disuse.
A low reading doesn't necessarily mean a failing battery. The point is that batteries are more failure prone than alternators and VRs. So start with the battery.
