The fuses are under the hood in front of the battery.
In cooler weather <75*, HI fan should not come on at idle. If it does its a good indication of a cooling problem. When hi fan kicks in, it makes a lot more noise. The earlier models with switch controlled fan tend to run hotter, so the cooling system needs to be kept in good condition. How is the radiator? If it is old, a cleaning may help, especially is tap water has been used in the coolant.
Hi temperature readings can be caused when only the high speed fan operates, at idle the hi fan does not come on until the gauge is near red. Also it is common for the temperature gauge to read high when stopped in traffic. At idle there is not much coolant flow and the switch in the cool end of the radiator does not get hot enough to start the fan. Once the traffic starts moving the increased engine speed and coolant flow gets the fan switch hot enough to turn on the fan. Seen this happen many times, sit at a light with the temperature gauge slowly rising, take off across the intersection and the fan comes on and the gauge drops. This does not happen when the A/C is on.
