Strange power steering leak

Sunday the power steering went out. I pulled the right front wheel. Fluid all over the backside. Car drove fine Saturday. I noticed that the high pressure line was completely soaked with fluid but everything else including the reservior was dry. After reading here, I ordered a new high pressure line. Got it next day, installed last night. Tonight I button everything up, fill the reservior, nice and quiet while on the jackstands with the tires off the ground. I moved the wheels back and forth, seemed ok. Backed the car out of the garage and in 30 feet it was whining. Pulled back in and fluid was low and milky. I sucked out all the bad stuff and refilled with fresh fluid again. Started car, wheels on ground, worked wheels back and forth, lost fluid again. Jacked up car, pulled right front wheel again, lots of fluid all around and all over back of tire. Had wife start car, move wheels back and forth several times, no leak.
The only difference is the fluid stopped leaking now and is sitting 1/2" below the minimum line in the reservior. I have not put the right wheel back on yet but will tomorrow and see if perhaps it is ok. I can't figure out where the fluid is coming from unless there is some overflow. It is definitely coming from the pump area but all hoses are dry.
