I wouldn't think that a spring could lose its strength without sagging. The strength is in the type of steel, thickness, and coils. I can't imagine a condition that would cause them to wear out at different rates without extreme temperature changes and then I can't imagine how one side would wear out without sagging. I'd imagine that they're pretty easy to swap around with a few hours worth of work to test a theory.
