Shocks should have nothing to do with ride height, which should be due to the force of the spring. If the right side ride height was significantly lower than the left, I'd assume that the spring was worn out - but it's slightly the other way around. Gas shocks are pressurized, add some resistance, and will have some effect on the ride height.
When a shock no longer damps the suspension movement, i.e. the car bounces after an impact, it is worn out.
