While 13 psi is not optimal, it shows that the turbo is working - when they die they make a lot of noise and eventually freeze up which means no boost at all. Engine not bogging and 29 mpg imply normal operation otherwise.
I would check the 1/2" or so diameter hose that attaches to the underside of the intake manifold. The brass fitting eventually comes loose leading to pressure leaks. Fix is to glue it back in place with some JB Weld or equivalent, maybe crimp the upper end of it in place inside the intake. Also check the one way valve from the intake to the valve cover - should only allow air to flow towards the intake, not towards the valve cover (which will pressurize the crankcase).
Alternatively, may be something with the wastegate.
You must have a heated garage if you are worried about this today!
