Gary, those are my takes. Also of course make sure the battery posts and clamps are clean and well seated, and if corrosion is bad on positive cable that could be a problem.
Many people on the C900 board, thru the years, have added a classic Ford starter solenoid, which is a separate part, not mounted on the starter as most makes of cars are.
The solenoid or relay is an electromagnetically operated switch, and a big switch, in the case of the Ford starter relay. People use it to give a boosted current to the little trigger push-on on the solenoid on the Saab's starter. Run a positive cable from battery to Ford solenoid, run the other side of the solenoid's switch to the push-on on the Saab starter solenoid, and splice to and connect the little wire that DID go on the push-on over to the Ford solenoid's trigger post, to trigger it when you turn the key to start. Need to find a clear safe spot to mount the Ford solenoid to.
That supplies the trigger push-on on the Saab starter with a very large amount of available current, and often buys good behavior and years of use from a starter that for some reason won't jump to and start cranking. And the Ford relays, aftermarket, should be cheap.
The 9000 starters don't commonly misbehave as often as the C900 ones.
I think your trouble could well be the ignition switch in the steering column. Pull the column lower cover, loosen two tiny metric hollow-head screws (allen screws) with red sealant on them, and it pulls off, unplugs from a big fat multiplug. Replace. (It sits at the back end of the ignition lock cylinder.)
You could probably trust a switch or a starter from a junkyard car if you can find one. An indy repair garage may have used items they could sell you or try site sponsors, used or new.
