High idle update/valve cover leak?

So my 1993 Aero has been having a high/variable idle and I think I'm zeroing in on the source. When I had my DI out to swap in new plugs a few weeks ago, I could see a bit of oil leaking from the inside of the valve cover and it is getting caked on the side of the head and in some spots its actually pooling at the bottom. The weird part is that there is no oil leaking from the valve cover externally, which is usually the case.
While the car is idling, if I pinch off the vac line that goes from the PCV nipple to the intake, the idle will drop down to normal. When I let go, it climbs back up to 1000. The check valve itself was new installed with the plugs about two weeks ago.
Based on this evidence is it safe to say that my valve cover is leaking vacuum (and oil) internally and causing the high idle?
It seems to jump around a bit I think Trionic is trying to compensate somehow and it will dip down a bit at times but then it comes back up to 1000.
