The PCV line is sucking on the interior of the engine; it's a pretty vast void of space, including all the interior of the valve cover, the timing chain cover, and the crankcase. The potential sites for air inflow are many.
What you describe, a little oil down inside the spark plug wells, does in fact indicate a small leak at the inner edge of the valve cover but it's probably pretty small indeed; any oil leaking in there has no where to go and what you are seeing is the sum total accumulation of probably a very long time. If it were filling the spark plug wells and spilling out the end and down the end of the head that might call for action. But I doubt what you have is enough of a leak there to cause any variation in the idle.
Other places it could be leaking include compression blowing up valve stems and past stem seals, or piston-blow by down into the crankcase. Or some leak at crank seals though that would be showing up as a bad oil leak.
Is your oil dipstick in good shape and pushed down in and locked into place?
Also realize, the Positive Crankcase Ventilation system is meant to be sucking up just such things as blowby vapors. It doesn't seem given the volume of the space enclosed that it would ever be like sucking on a clamped-off hose no matter how good all the seals and how snug the engine.
