The relay panel is accessable via the glovebox, without having to remove the dash top. The relay panel has two screws in the front, and it levers down.
The mistake with removing the glove box is in removing the glove box door. If you pull off the door, it's very hard to align it properly. But you can remove the glove box with the door attached. There are 4(?) torx screws at the top, and two at the bottom. The ones at the top are easy. You'd think you'd need to remove the glove box door to get to the 2 on the bottom. Instead, get yourself a torx socket set. It's just a socket that will fit on a 3/8 drive. Now, grab just the socket, and you'll find it will fit in the screw on the bottom and clear the door. You may need to put a pliers on the socket to get the screw to loosen, but after that you can do it finger tight.
With the six glovebox screws removed, you can slide the entire glovebox right out.
