If the headlights go off switching to high beams, then the switch is OK. After all, something is happening when you press it.

The highbeam switch on the column sends a signal to the headlamp relay, which is located in a box in the engine compartment near the battery. First, check the high beam fuses. Next, are you sure both high beams aren't just burned out? Lastly, it could be the headlight relay. There is a problem with the headlight relays where the larger solder contacts fail with heat and vibration. If you know your highbeam bulbs are good, and that the fuses are good, pull the relay. You can pop open the relay and touch up the larger solder pads with a soldering iron. Look for cracked solder.

Chances are your cruise control problem ISN'T the column switch. There are many safety system that turn the cruise control off. There is a switch at the brake pedal that turns the system off if you hit the brake, and if you have a manual transmission car, another at the clutch. If either one is out of adjustment, the system may think you're pressing one or both pedals, and keep the cruise control off. Next, the system drives a vacuum pump located behind the false firewall. If the vacuum hose to the pump has fallen off or cracked due to age (a possiblity in a 15 year old car), it won't be able to move the actuator that adjusts the speed. To check it, open the hood, and look at the base of the windshield. On the passenger side (right side looking forward) you'll see a horizontal plastic cover held on with two screws and some clips. Remove it, and behind it you'll find the vacuum pump (along with the pollen filter, in case you want to know). There should be one hose from the pump. It can be a little confusing, because there are some blank nipples on the pump.

There is a lot there. Just be patient, because the website can be a bit balky. But it is worth it.
