You need to allow the system pressure to reach its max. Let it build up and see what it gets to, hopefully about 5 bar. If so, you have good pressure to the injectors. The injectors may not spray until over 2.5bar, but you need to know the correct specs for your car (I did a quick search and didn't find anything). If an injector is opening below the spec pressure, or leaking, it should be replaced. Don't be afraid to let the pressure build. It won't blow up. Do remember that when lifting the plate to test injectors will flow fuel to all injectors and you need to clear the fuel out (turnover by hand) before trying to start it.
Since I don't know your CIS experience, remember that you need 3 things to be correct before trying to diagnose anything else:
-system pressure
-control pressure (cold and warm)
-residual pressure
