I am leaning toward a bad accumulator rusted in the "off" position, you bought a pump for carbs or you have way too many shims on the pressure regulator. You would need at least 5 0.5mm shims (not sure if that many would even fit) to drop the system pressure that low, but it's a possibility, so check it.
1. Check battery voltage, if same as the pump, then wiring's good. Also, if 11.7, then have the battery load tested and charged/replaced.
2. Your gauges might not be good. Where do you live? Maybe someone can lend a set to double check. My first thought was whoa, that thing is old!
3. Recheck the fuel filter for crud.
4. Test volume straight from the pump (quick test that saves from fabing up some crazy lines to test pressure). Someone can give you specs, but you should be filling a 2 liter bottle fast, like 30 seconds. Be ready to shut off the pump. If it flows enough, Do the same test after the accumulator and compare. My theory being that if the pressure is less than half as much after the accum, then maybe the flow is different. I have no idea if that's true, but it's easy and free.
