Alternator output low

While idling with the headlights on, the headlights dim, blinkers blink slow etc. Car is a 1976 99 GL. I tested today as follows:
Idling with little electrical load gave 14V at battery and alternator.
With brights on, A/C on, cabin fans on, 11V at battery and alternator when idling.
I bypassed the external voltage regulator and voltages are the same - that is 11V when idling under load.
I measured amps at the alternator, and it put out 20 amps max at any rpm under load, with and without the VR bypassed.
Anything else I should verify before declaring the alternator dead? Thanks in advance.
