Thank you to all for the suggestions.
I swapped my battery out of my 1986 9000, a Sears DieHard Gold. On the 9000, the display reads 13.5 volts at idle with full load, that is headlamps, brights, defrost, A/C, etc. on. Same battery on the 99 shows 14 volts with no load, but 11.5 volts with load. This was the same behavior as the original battery.
I used my jumper cables to connect various grounds, and found no change. My grounds look good. So it looks to me like the alternator can no longer handle a load. I verified that before by seeing it peak at 20 amps output. I'm going to replace the alternator and hope that does it.
