The relay jump is a great test that Doug mentioned. Jump between the 12 and 6 o'clock positions to test your pressure.
Otherwise, use lots of your favorite penetrant fluid and keep working it back and forth. There's an o-ring seal that you want to try to save. The ring -- it's called a bung nut -- can really get seized to the tank with rust. There's no reason someone should have used a sealant, unless they didn't have the o-ring -- but you know what people do.
There is an alignment point where you can pull the nut up and out, as you say. But you do want to try to remove it going counter-clockwise. I have seen a stop (on my 1978) on one of the flanges that will keep it from turning too far when replacing it clockwise.
Try getting a little more torque with a combination of the wrench and a crowbar between a couple of the wrench legs. Hammer around the top of the nut to loosen rust. Use a softer metal rod to hammer the wings CCW. Please take your time. This isn't your daily driver. ;)
