The part of the waterpump that fails and causes rapid collant loss is the seal that rides against the bottom of the impeller. The impeller will still turn, and the pump will still circulate water, but you will lose coolant out the weephole in the engine block at an alarming rate.
If your impeller still turns when you turn the engine by hand, that just means that the teeth are intact, not that your water pump is fine. If you remove your water pump and use a repair kit (assuming that the shaft comes out without sustaining damage), this seal is one of the pieces that comes in the repair kit. You won't necessarily be able to tell if the seal is toast from a visual inspection, so don't feel bad if you pull the pump and can't find anything obvious wrong.
The only way you would have known beforehand would be to fire up the engine and look for leakage from the weephole while the engine was running. My 2 cents, but with the assertion from the previous owner that the pump is blown, I would go ahead and pull the pump and replace the seals and bearings as long as you've already got the head and manifold off.
