I've been thinking the same thing... got a '78 99T and I *was* thinking 16v... now I may not be:
First, I think it may be near-impossible on older 99s (75 and older?) without substantial fabrication of motor mounts and shifter assemblies - the earlier 99s were much different than 900s. Plus all the other stuff:
On later cars, it isn't so bad. You need to bash in the firewall a few inches in order for the belts to clear, which doesn't sound like a lot of fun. Even so adjusted, it may prove problematic to change water pumps unless you move it four inches or more. Another solution is to get a firewall section from a later 99 ('81) and weld that in. You must keep the stock 4-speed transmission unless you can find a front tranny cover from a 5-speed 99 - which if they were ever even imported were only done during 1980. You must swap the inner drivers over to the original small-sized ones, since the 99 axles are quite different from a 900s and are not compatible. Forget about A/C or power steering, since there isn't room for either, so make sure you have a manual 99 rack on hand in advance. You will need to modify the rear motor mounts, which is just some cutting and welding, IIRC. All that said, you've still got the interesting problem of either adapting K-Jet injection to a 16v (meaning some fabrication) or retrofitting LH-Jet injection to a 99 (meaning some fabrication).
I think there is some stuff I've forgotten, but I'm new to 99s as well... this is just stuff I've heard from others who have done it or prepared to do it. :)
