Swapping the 16v in the 99 is certainly possible. I know a few people on this site have done so. If you search past postings you might find some postings and useful links.
Although I have not done the swap yet I intend on doing so for my 1972 99, sometime this year. As far as I can determine it is a relatively straight forward swap, requiring some mods. Firstly the firewall has to be modified to make room for the belts and pulley. The engine mounts may also need to be modified slighly to correctly position the engine. Also I think it is a good idea to swap the entire driveline as things like drive shafts may be different in size. The battery will also need to be moved.
