Easiest guess is a vacuum leak, followed by misjetting or plugged carb jet. How was it with the old carb? A vacuum leak big enough to affect idle severely can have minimal effect at speed. Get some carb cleaner, brake clean that says "flammible," or isopropyl alcohol (Napa Thermo-aid P/N 7100) and spray it around the carb base, intake manifold, vacuum hoses with the engine idling. If the idle increases/smooths out you have found a leak. Did you have the intake manifold off?
