If you've got a vacuum leak, the car will run lean (extra air is sneaking in without gas to match) and this will cause "lean surge." At highway speeds and/or nearly full throttle, so much air is coming in through the carb that the extra provided by the leak is only a small percentage of the total and doesn't make much difference. At small throttle openings, though, the leak contributes a significant proportion of the air -- enough to throw the fuel mixture off to the point that drivability deteriorates.
So, I'd check the sealing of the base of the carb again -- and if your car has the intermediate plate between carb and manifold that provides the vacuum connection to the power-brake booster and PCV valve, don't forget to check that too. Also, don't overlook the vacuum hose to the distributor as another possible source of leaks.
