I currently own a 1999 9-3 Viggen which I purchased with 3,500 miles on it back in April of last year. As far as my limited experience so far goes, my answers to your questions would be:
1. I would follow the owner's manual recommendations for all the items you list. There is no timing belt, so you need not worry about that. I personnally change the oil every 5K. If you read any of the Car Magazines (Car/Driver, Road/Track) you notice they always follow the recommended service intervals that are in the owners manual. If yours is an SE, then I think maintenance is covered for the first 3 years.
2. No cool down period for the turbo needed, nor recommended in any owner literature that came with my car.
3. My Viggen's Owner's supplement says 93 Octance recommended, BUT it clearly states minimum 87, so you could use regular unleaded (but I personally would not) - but you may want to refer to the manual that comes with your car first.
4. My odometer now reads 15,000 miles and I have had NO PROBLEMS thus far with my Viggen, other than the 5 minor recalls that it had on it. All of them were what I would consider minor, and I don't find it out of the ordinary that it had 5 on it. I likewise haven't had any rattles that so many people on the BB mention, as my Viggen is very tight.
