Yes, you can adust it to how ever much boost you want up to the cut off from the ECU. The only time the cut off comes in is if you are crusing at below 4000rpm and you stomp on the gas (like in 4th or 5th gear). As the preasure increases it hits the boost cutoff. However, if I downshift, which is what you would want to do when passing, there is no cutoff and I get great power right up to the redline on the tach. You shouldn't put a heavy load on the motor at low RPM anyway since it's tougher on the engine internals. The simple answer is yes, the controller is totally adjustable.
