I too have 99 9^3 convertible in Chicagoland. On the price, I would call a couple other of the saveral Saab dealers in the area. Ask what they have and what they are asking, just to get an idea of what is out there. Given that it owuld have cost about 33k to buy new, and 1 year ago as used they would have asked for 29K, it seems plausible. You do have warrenty lft, but do make usre the roof works!
I have the all season michelins. They are a compromise tire at all times. Given the amount of ice on our well travelled roads in winter, I did splurge for a set of Blizzeks. I have them on factory wheels and michelins on new set of Borbet. I love the new look and the old set will pay for itself someday when I sell the factory wheels and winter tires on this web site. The winter difference was noticable, though you do have to have a place to store extra set. And more often than not, even in winter, you are driving on dry pavement. Summer traction is okay, but the tires are just average in cornering.
By the way, there is placard on the drivers door that would tell you month and year of build. In my mind, the later the better, as it gave times to work the bugs out of the system.
