I too installed a MBC but went through Hallman instead. there was a HUGE difference in torque. I have a few other things on my car. I raced a G2 GSX eclipse up to 100 at about even, but he crept about 10 ft or so at higher speeds. His car was modified with an exhaust and I have no idea what else. My 9-3 is a 99 base auto. I did also notice the lower increase in HP. I thought this was due to the smaller turbo though? It also looks like I have boost spiking, if I floor the car it will go into the red for a second or so then drop back into the yellow. Now I know this is not an accurate reading since it is not directly connected to the turbo, but I would think it would give a relatively good reading. I am thinking a chip would make a signifigant increase over the MBC. I would like the abbott unit, but for 800 I will have to wait.
