The details are in the Audi DIY Boost Control Part II, linked below. The idea is not to suck out the air, but provide a bleed that opens only when the pressure in the MBC --> wastegate hose exceeds the pressure tap --> controller hose. Thus, higher pressure air is not trapped in this line. You may be right, the difference could be minimal. However, I have encountered similar countermeasures in factory systems as well.
I too have some strange ideas about boost control that will probably never see the light of day. I have been researching high speed linear motors lately. The concept? Replace the wastegate actuator with the above part. Tap the electrical output of the MAP sensor and run it through a small computer that's in control of the motor. The computer uses the response from the MAP sensor to open/close wastegate as needed to maintain precise boost pressure. The motor has enough resolution and speed to achieve such a task perfectly, and boost could theoretically be controlled down to the hundredth of a psi (assuming the software was smart enough to anticipate changes). Since input is from the MAP sensor, it would be physically impossible to hit the fuel cut. The problem? The only actuator I've found that would be fast and accurate enough costs $655. I'm thinking about buying used...
