the plenum will go to vacuum
The compressor does not drop to atmospheric pressure very fast, that is what the bypass valve is for.
There are electronic boost controllers which have servo operated bleed valves and with fuzzy logic. Did you say anticipate? The servo operated bleed valves seem to have gone out of favour from what I have seen.
From reading the article, it seems that the one way valve is needed as the regulator valve without a separate bleed orifice starts to allow pressure to build up which does not allow the wastegate to close properly at shifts. A fixed orifice might have worked well with that setup.
