Just about every car I've owned has exhibited this in some form or another... some worth than others as well.
My theory is that outside air is drawn into the car near the engine compartment or from an area that is exposed to sunlight (as is the case with vents near the wipers/windshield/hood). After it is drawn in, it then passes through a series of ducts, past electrical components/motors/etc. - all of which could be warmer than the outside temperature - especially if it is a warm day and the car has been sitting in the sun. The warmth from those components serves to heat the air before it is blown through the vents within the car.
I have noticed that this phenomenon is much worse after the car has been sitting in the sun and tends to "get better" once moving and the inner parts of the HVAC system get cooled off a little bit.
Additionally, if you run the A/C for 2-5 min. after start up, that guarantees cool duct work and often serves to speed the process up.
