I had the same problem on my 1999. It started with the temperature selector knob which was very stiff to turn, so stiff you felt that the mechanism would break. They took the dash apart and replaced the heater box but when they put things back together the cable for the temperature control got kinked (again??)! I took it back in for a new turn indicator stalk (it wouldn't cancel unless you turned the wheel beyond the center point after the turn) and windshield washer pump (no water to the rear wiper) and mentioned the stiffness and after working on all the complaints (successfully I might add) they volunteered the 'kinked cable' cause. So far so good. Never had these problems with my 1996 900S! More of the GM parts finding their way into Saabs?? My warranty runs to September next year so I hope I find all the bugs by then.
